Tree Organization for Link Presets
To be able to organize link presets into folders would be a simple way to allow more complex link preset structures and still make it navigable.

Link preset are intended to make the project more accessible to those with less powerful computers, users in the field, and iPads by allowing those users to only load the links that they need.
The visibility is intended to be controlled by the Appearance Templates.
Would Appearance Templates work in your situation?

On more complicated projects, it would be good to have both. I do have a separate feature request in for a folder structure on appearance templates, which I agree would be the more important of the two to get this feature. The issue with using appearance templates for visibility is that any issue you click on can change the appearance profile, whereas it will not load new links. To avoid unwanted clutter during issue review, I use link presets to control what I want to see in a much more stable way than appearance profiles can.

What I think might help is the use of the appearance templates while in the Issue Tracker.
When we create an issue we retain the appearance profile.
But we can also choose an appearance template.
And to keep that appearnce template, I can lock it on.
Would this help your workflow in the Issue Tracker?
