Change reporter - Give ability for "new" reporter to close issue

Hi,

If Person A raises an issue on behalf of person B, then changes the reporter to person B, unless the "close issue" option is turned on for the role person B occupies, they would be unable to close the issue they are now designated as reporter.

I think it would make sense that when the reporter is changed, whoever is now designated as the reporter would have the ability to close that issue, without requiring the role to include the close issue tickbox to close issues globally on a project.

There are many instances where this occurs on our projects and currently we are having to give everyone the right to close any issue to get around this.

  You raise a good point regarding permissions and I will share this with the team working on this improvement.
