How can I change the model positioning after the model has been exported from Revit.

That option is not available. I assuming it is only available to the admin of the project. This setting really should be available in the Revit Addin for users to adjust.
From experience some BIM Coordinators can be real jerks and leave it up to the users to make sure their models align in the project. The way it is now I have no control of this once a model has been linked.
Also, there should be a way to totally unlink a Revit file from Revizto. If you want to link that file again it should run through the whole linking process without any prior settings being saved..

You are correct. It is a permissions setting.
To be able to transform and remove models you would need the "Assign custom object properties" and "Edit 3D" rights.
Either someone with enough permissions will need to perform the transform;
Or, they can grant you those permissions (temporarily if need be) so you can make the adjustments necessary.
Scene transform is a one time operation, so it will stay in that location when you update your model.
